Block time and confirmations decide the wait

The Bitcoin network closes a block roughly every ten minutes, and the cashier waits for a small number of those blocks before the balance updates. That is the whole explanation for the 10 to 60 minute range: one confirmation at a quiet hour, several during congestion.
